本次會議邀請澳洲Griffith University的Dr. Richard Hindmarsh，講題為Regulatory Legitimisation of GMOs in Australia amidst Civic and Scientific Contestation: Redesigning Risk Governance for Environmental Sustainability.

Keynote speaker簡介：
Richard Hindmarsh is Snr. Associate Professor of Environmental Politics and Policy and STS at the Griffith School of Environment, and member of the Centre for Governance and Public Policy, Griffith University, Brisbane, Australia. He specialises in co-produced sociotechnical systems analysis informed by science, technology and society (STS) studies; governance and regulation studies; environmental policy; and the politics and sociology of green biotechnology and forensic DNA technologies.DrHindmarsh is also an invited member of the (US) Council for Responsible Genetics International Consultative Group and the co-founder and current Convenor of the Asia-Pacific STS Network.

Co-edited books include Altered Genes Reconstructing Nature (1998, Allen and Unwin); Altered Genes II: The Future? (2001 Scribe); Recoding Nature: Critical Perspectives on Genetic Engineering (UNSW Press 2004); and Genetic Suspects: Global Governance of Forensic DNA Profiling and Databasing (CUP 2010). Monographs include Edging TowardsBioUtopia: A New Politics of Life and the Democratic Challenge (UWAPress 2008);

會議簡要：

科技發展至今已經改變了人與自然的關係以及社會生活的型態，對人類而言，科技從過去的工具性客體演變為龐大複雜的科技系統，科技帶來的風險，也有徹底的改變，人類無法用過去以技術來控制風險的方式來面對，而演變為必須將風險視為社會共生演化與發展的主題，將科技與社會結合多元的專業來探討並且全面的治理，例如：GMO、非游離輻射、奈米科技等涉及科學爭議、複雜性，鑲嵌於社會、倫理的科技風險議題，存在政府決策者與專家政治無法和社區、市民以及多元領域專家進行有效共同研究、風險溝通和理性決策，因此政府的科技決策體制面對台灣的高科技風險社會，總是接二連三發生遲滯和隱匿的結構性問題。

本次工作坊邀請科技治理與政策方面研究領先的澳洲Griffith University學者Dr. RichardHindmarsh以GMO為例，進行演講，並且國內的專家學者發表有關高科技工業污染、奈米科技、手機電磁波相關風險溝通與治理議題的研究，最後國內外學者進行交流與討論。
